APPLETON, Wis. (WFRV) - The Appleton Common Council has approved a resolution that changes the way developers in new subdivisions are charged for streets and curbs.

The council voted 11-1 Wednesday night to revert back to the policy it held before 2004, which issues special assessments to homeowners to finance the projects.

Developers brought the idea forward earlier this year, saying the costs associated with these infrastructure developments were making it nearly impossible to receive financing.
