GREEN BAY - A lynching scene outside of Nic's Bar and Grill on Main Street in Green Bay is causing many to take a second look.
"It looks like a piece of artwork to me," said Green Bay Police Chief Andrew Smith. "I took a drive by it yesterday and it's an interesting piece of artwork he has. He put it up on his property, people are allowed to do that."
The scene shows a dummy with "justice" and "equality" signs hanging from a noose, with two dummies looking on dressed in a police uniform and business suit.
"[The owner] received a 30-day suspension from the protection welfare committee. I think that's what he's upset about." Smith said. "He's allowed to put out a display, but he's not allowed to sell liquor or operate his business for the next 30 days while he goes through that penalty phase."
In a letter posted on the platform, the owner claims former Green Bay Police Chief Jim Arts conspired to shut down his older bar for his type of patrons.
Meanwhile, Thursday marks 4/20 a day known for marijuana smokers to toke up. Smith says his primary concern is for kids in schools.
"Our school resource officers will be out there making sure that there's no kids hanging around doing crazy things or smoking. I don't expect to see people doing bong rips down Main Street. If they do, our cops are going to stop them. It's just one of those days that for us, it's going to come and go, I hope," he said.
The department is also adding some new squad cars to the force. They currently have Dodge Chargers, and now they're looking to add eight Ford Explorers over the next year.
"They're easier to get in and out of for our officers, it holds more gear, it's more survivable in a crash, and I think it'll be better visibility for our officers," Smith said.
Chief Smith says the department voted in favor of the new SUVs 90 to 10.
Saturday is also Earth Day and Chief Smith says that the department will be cleaning up Fisk, Whitney and Tank Parks from 9am until noon.
