Green Bay bar owner sets up lynching scene

 A closed down bar in Green Bay is attracting a lot of attention.

Nic's Bar & Grill on Main Street has a lynching scene set up outside its building.

The scene features a dummy with "justice" and "equality" signs hanging from a noose with two dummys looking on dressed in a police uniform and business suit. "Drain the swamp" is also written on the platform.

In a letter posted on the platform, the owner claims former Green Bay Police Chief Jim Arts conspired to shut down his older bar, The Pressbox, for his type of patrons. Eventually the Pressbox was shut down by police for illegal activities. 

Now he claims the city is conspiring to shut down his current bar, which has been shut down for 30 days. He says the effigy is to symbolize that "justice and equality are dead"

Green Bay Police say that although the scene is noticeable, it is not illegal since it is on private property.
