Meeting restrictions at City Hall for Alderman Guy Zima

GREEN Bay, Wis. (WFRV) - More controversy surrounding controversial Green Bay Alderman Guy Zima. Brought on after complaints by city staff who say they felt threatened by his conduct. Local 5's Kris Schuller reports the City Attorney has now imposed restrictions on where and how Zima can meet with city employees.

Alderman Guy Zima has a reputation of speaking his mind. But in an email obtained by Local 5, the City Attorney's office outlines guidelines Zima has been told he must now follow whenever he needs to speak with city staff. 

“There were some concerns expressed to the City Attorney's office about Mr. Zima's conduct with employees,” said Celestine Jeffreys, Mayor Schmitt’s chief of staff. 

The email directed to city department heads - tells them of a letter sent to Zima outlining requirements for meeting with city staff going forward, after complaints about his conduct with city employees.  They were incidents in which employees felt harassed, intimidated and their jobs were reportedly threatened. 

“There were three incidents I know of in the last six months,” Jeffreys said.

The email says Zima can no longer meet with staff individually, all meetings must be in an office, not in a public space and employees can stop any meeting if they feel harassed, threatened or if Zima is being disrespectful.

“It's up to the employer to not suborn a hostile work environment and so that is why the parameters were given to Mr. Zima and those parameters were communicated with staff,” Jeffreys said.

“Celestine Jeffreys and City Attorney Vanessa Chavez in my opinion, are working way outside of their authority,” said Alderman Zima, during a break from a meeting Wednesday at City Hall.

All Alderman Zima will say is the claims are baseless and he'll continue to do the work of the city.

“I'm not their employee. I’m an elected representative and I will continue to represent my constituents in the manner I've done the last 40 years,” said Zima. 

And to that Jeffreys said “Everyone is entitled to their own opinion.”
