UPDATE: Mandel Roy to go to trial, own debit card found next to body

NEENAH, Wis. (WFRV) – One of the suspects involved in the fatal stabbing in Neenah is set to go to trial.

According to authorities, Mandel Roy will go to trial and his next court appearance will be on June 14.

It was also mentioned that Roy’s debit card was found next to a deceased body in a grassy field.

UPDATE: Police find gun in suspect’s basement after listening to call from jail

THURSDAY 5/13/2021 1:51 p.m.

NEENAH, Wis. (WFRV) – Authorities found a gun in the basement of one of the three Neenah stabbing homicide suspects.

According to authorities, Charles Hoofman made a call on May 11 around 9:25 a.m., while in custody at the Winnebago County Jail. Investigators listened to the call and Hoofman told a man to go to Hoofman’s apartment to get his birth certificate and to get ‘an antique tool.’

Hoofman had previously referenced knives as being ‘tools’ during his conversation with police officers. Investigators went to Hoofman’s residence and found a grey tote that Hoofman described.

Inside the tote a loaded firearm was found.

Hoofman is a convicted felon and is being charged with one count of Possession of a Firearm by Outstate Felon. The charge carries a maximum of ten years in prison.

UPDATE: Third suspect arrested, member of Hells Lovers Motorcycle Club

TUESDAY 5/11/2021 2:09 p.m.

NEENAH, Wis. (WFRV) – A third suspect has been arrested for his involvement in the April 17 stabbing in Neenah.

According to the Neenah Police Department, on May 10 the Neenah Police arrested 50-year-old Charles Hoofman. Hoofman is identified as a Hells Lovers Motorcycle Club member. Hoofman is facing recommended charge of 1st Degree Intentional Homicide according to authorities and has been taken into custody.

Mandel Roy is also facing a recommended charge of 1st Degree Intentional Homicide. Terran Colwell is being recommended a charge for Felony Murder. The District Attorney’s office is drafting an arrest warrant for homicide-negligent manslaughter with a weapon.

UPDATE: Second suspect in Neenah stabbing arrested in Minnesota after high-speed chase

TUESDAY 5/11/2021 1:32 p.m.

NEENAH, Wis. (WFRV) – The second suspect involved in an April 17 stabbing that left one man dead has been arrested.

According to authorities, on May 7, 28-year-old Terran Colwell was taken into custody in Minneapolis. There was information that was received about where Colwell could be staying, and the US Marshalls Service tried to stop Colwell after she was seen leaving in a vehicle.

Colwell was the driver of the vehicle and led officers on a high-speed chase before officers stopped the chase due to safety concerns.

Colwell then fled on foot and officers from the Minneapolis Police Department were able to find her and took her into custody. Colwell is currently being held in Hennepin County Jail in Minnesota and is awaiting extradition to Wisconsin.

UPDATE: Mandel Roy’s preliminary hearing postponed, chance to meet new attorney

THURSDAY 5/6/2021 12:22p.m.

OSHKOSH, Wis. (WFRV) – Mandel Roy appeared before the Winnebago County Court Commissioner and his preliminary hearing was postponed.

The proceedings were set for May 13 by zoom to give Roy a chance to meet with his new attorney. A preliminary hearing will be scheduled for a later date at that hearing.

Roy wants to be in-person for his preliminary hearing due to the fact that video will be played.

UPDATE: Suspect involved in Neenah stabbing charged with one count of felony murder, search continues

WEDNESDAY 4/28/2021 3:57 p.m.

NEENAH, Wis. (WFRV) – The State of Wisconsin County Circuit Court is charging 28-year-old Terran Colwell with one count of felony murder for the death of Rodger Ridgeway.

According to a criminal complaint, the charge says Colwell allegedly caused the death of Ridgeway on April 17, 2021, while committing or attempting to commit party to a battery crime.

The complaint goes on to say if Colwell is convicted she faces a fine close to 10 thousand dollars and/or imprisonment close to six years.

Shawano County Sheriff’s had previously arrested Madel Roy and Colwell after they were reported for a suspicious vehicle complaint on April 19. Investigators say Colwell was not kept in jail because it was not released yet that she had involvement in the Neenah stabbing case.

During the investigation, officers say Eagle Nation Cycles turned over surveillance video, allowed officers access to search for evidence, and a number of people gave statements of what happened.

Officers say the surveillance video shows Colwell is visible on multiple cameras after the altercation with Ridgeway, seen holding objects that look like a wallet and a knife.

Investigators say Ridgeway was found without a wallet and it has not been located yet.

Through the indoor surveillance video, Colwell is seen going straight to the bathroom in Eagle Nation Cycle after the altercation with Ridgeway.

Officials continue to search for Colwell at this time.

UPDATE: Neenah stabbing suspect charged with Felony Murder, incident details released

TUESDAY 4/27/2021 2:38 p.m.

NEENAH, Wis. (WFRV) – The incident that resulted in a 22-year-old getting stabbed to death, appeared to stem from an earlier incident involving his mother.

According to the criminal complaint, 22-year-old Rodger Ridgeway from Neenah went to Gord’s Pub to inquire about a dispute that his mother got into earlier in the day. The bartender told what happened to Ridgeway, who then put $10 on the bar and walked outside, and never came back into the bar.

The incident involving Ridgeway’s mother happened earlier in the evening when Ridgeway’s mother said she was struck in the face by someone in the bar. The mother’s boyfriend spoke with Ridgeway and told him not to do anything stupid, and Ridgeway left the residence.

On April 17 around 11:10 p.m., Ridgeway is seen on camera walking with a group of individuals dressed in black clothing, one of which had Hell’s Lovers patches on the back. A physical disturbance appears to take place between Ridgeway and the individuals. The recording included a lot of yelling and multiple loud smacks, according to the criminal complaint.

Shortly after cameras captured two people wearing all black enter the back entrance to Eagle Nation Cycles. The two suspects appeared to be Madel Roy and Terran Colwell.

Investigators spoke with a witness that was present during the altercation with Ridgeway. The witness said a female who goes by ‘T” showed up at Eagles Nation Cycles with her friend, and that “T” and her friend got into a physical altercation with Ridgeway and ran into the back of Eagle Nation Cycles.

The Witness also said that the male who was with “T” had “a lot” of blood on his hands.

On video obtained from Eagle Nation, Colwell is seen on multiple cameras after the incident with Ridgeway with objects in her hands that were reportedly consistent with a knife and a wallet.

Ridgeway’s wallet was not on him and still has not been found.

Roy is seen on cameras with a long, club-like object in his hand, which is consistent with the Tire Knocker found at the scene. (A Tire Knocker is described as a wooden device, shaped like a club, designed to check whether a tire is properly inflated but also effective as a weapon)

The criminal complaint states that during the melee Ridgeway appeared to get away from Roy multiple times, but re-engage every time. The evidence obtained by the Neenah Police Department shows that Roy began fighting with Ridgeway and Colwell became involved in the fight, likely stabbing Ridgeway with a knife.

Roy and Colwell continued to fight with Ridgeway even after his attempts to get away.

Roy is facing one count of Felony Murder, the complaint states that Roy did cause the death of Ridgeway while committing or attempting to commit battery. The crime, if convicted, is not more than nine months in prison. However, since Roy caused the death of another while committing or attempting to commit the crime, Roys could face up to 15 years in excess of nine months.

He appeared in Winnebago County Court and bond was set at $250,000 cash. He’s scheduled to be back in court May 3 and May 6 for a preliminary hearing.

UPDATE: Neenah Police release surveillance pictures, hope to identify motorcycle gang members

NEENAH, Wis. (WFRV) – Neenah Police released additional information stemming from the fatal stabbing of Rodger Ridgeway.

According to Neenah Police, after an investigation, several members of the Hells Lovers Motorcycle Club witnessed the murder of Rodger Ridgeway and then walked back into the Eagle Nation with the two suspects.

The Neenah Police is asking if anyone knows who the people are or any information to contact authorities at 920-886-6033.

The two suspects are 26-year-old Mandel Roy and 28-year-old Terran Colwell. Roy is in custody and authorities are still searching for Colwell.

UPDATE: One suspect in custody, searching for others, including motorcycle gang members who witnessed stabbing

WEDNESDAY 4/21/202, 3:23 p.m.

NEENAH, Wis. (WFRV) – The Neenah Police have released more information regarding the stabbing of Rodger Ridgeway.

According to officials, on April 17 around 11:58 p.m., the Neenah Police was investigating a trespassing complaint in the 200 block of Main Street. While investigating, someone reported finding someone passed out in the grass in the 200 block of Martens Street.

The person, Rodger Ridgeway, was unresponsive with six stab wounds and died.

One man, Mandel Roy has been taken into custody as a suspect. They’ve also identified another suspect, Terran Colwell who is not in custody and police are still searching for her. The Police also say that the motorcycle gang, Hell’s Lovers witnessed the murder and afterward, themselves along with Roy and Colwell walked back inside of Eagle Nation.

Authorities are still searching for Colwell and the gang members involved.

UPDATE: Neenah stabbing victim identified

TUESDAY 4/20/2021 1:51 p.m.

NEENAH, Wis. (WFRV) – The victim who was found in an alleyway stabbed to death has been identified.

According to Neenah Police, the victim is 22-year-old Rodger Ridgeway from Neenah. Ridgeway’s would have turned 23-years-old on April 21.

Authorities say more details will be released on April 21.

The investigation is ongoing, and Local 5 will update this story as more information becomes available.

UPDATE: Body in alleyway was stabbed to death, homicide investigation underway

MONDAY 4/19/2021 9:20 a.m.

NEENAH, Wis. (WFRV) – A body that was found in an alleyway in Neenah was determined to be stabbed to death.

According to the Neenah Police Department, a police officer was investigating a trespassing complaint around midnight on April 18 in the 200 block of Main Street. While investigating the complaint a citizen told the officer that someone was passed out in the grass in the 200 block of Martens Street.

After finding the invidual, the officer noticed blood and injuries on the person’s chest. Authorities say the victim was unresponsive and beyond lifesaving efforts.

Following further investigation, it was determined that the person was stabbed to death.

The investigation is ongoing, and authorities say this was an isolated incident.

Neenah Police Department is asking anyone that may have information that could help the investigation to call at 920-886-6033.

ORIGINAL: Body found in alleyway in Neenah

NEENAH, Wis. (WFRV) – A body was found in an alleyway off Main Street near Neenah’s downtown area.

Authorities have confirmed they are aware of the incident, but no information has been released at this time.

Officials told Local 5 they plan to make a statement later on Monday.
