UPDATE: Police have identified 46-year-old Jason Lee of Menasha as the man who they say dragged an Appleton Police Officer with his car in a parking ramp.
Lee was taken to the Outagamie County Jail on charges of 5th Offense OWI, 1st degree Recklessly Endangering Safety, Resisting an Officer, Battery to Law Enforcement, Fleeing, and Disorderly Conduct.
Officials say the Appleton officer received non-life threatening injuries as a result of the incident.
Police say that on Saturday, December 9, at approximately 5:50 p.m, the Appleton officer was conducting a walk-through of the city’s Green Ramp. On the fourth floor of the structure, he heard a vehicle traveling at a high rate of speed.
The officer reportedly observed the vehicle traveling on the second and third levels at an estimated speed of 30 miles per hour.
When the vehicle reached the fourth floor, the officer yelled at the driver to stop. The driver did not heed the command, and continued on a high rate of speed to the fifth floor, before turning around back toward the officer.
The driver did briefly stop the vehicle, but did not turn it off per the officer’s orders. Police say the officer then reached through the driver’s side window and grabbed the driver’s jacket, while telling him to turn off the vehicle. The driver began yelling vulgarities at the officer, and started to drive away.
The officer estimated he was dragged by the vehicle for approximately 75 feet at a speed of 15 to 20 miles per hour, before being able to separate himself from the vehicle.
Police say the driver then continued to the second floor of the structure before parking his vehicle and attempting to leave the ramp on foot.
Officers made contact with the driver in a stairwell, where they say he refused to obey their commands.
A Taser was then deployed against the driver, who continued to physically resist officers.
The officers were able to restrain Lee and take him into custody.
The injured officer is a ten year veteran of the department. He was treated at a local hospital and released.

The Appleton Post Crescent reports that a Menasha man was arrested after police say he dragged an Appleton officer along the side of his vehicle Saturday night.
According to the Post Crescent, the officer was patrolling in the Washington Street parking ramp when they noticed a man driving recklessly just before 6PM.
The officer tried to stop the car, but was unsuccessful.
However, the suspect eventually stopped but refused to turn the car off.
That’s when police say he accelerated, dragging the officer.
The officer sustained minor injuries, and the suspect was booked into the Outagamie County Jail where he faces six charges.
