Man dies of injuries following Sunday afternoon hit and run

Green Bay Police announced Wednesday morning that Russell Owens – a 47-year-old Green Bay resident has died from his injuries stemming from a hit and run that took place at around 12:30 Sunday afternoon.

It happened at the intersection of North Oakland Avenue and West Walnut Street.

Police say the driver of the vehicle was under the influence of marijuana at the time of the crash.


29-year-old Barry Watters jr. faces charges of Hit and Run with Great Bodily Harm, Use of a Vehicle with a Controlled Substance in Blood, and Attempting to Flee a Police Officer, among other charges.

He is currently being held in the Brown County Jail on a $100,000 bond.

His passenger, Ramon Novoa, is charged with failure to aid a victim or report a crime.

The Brown County District Attorney has not yet announced plans to update charges based on Owens’ death.

Green Bay Police are on the scene of a hit and run involving a bicycle at Oakland and Shawano off of Walnut Street. 

Police tell Local 5 a man was hit while riding his bicycle by a car that failed to stop.

When officials arrived on scene, they found the man bleeding from the head. 

The man’s condition is unknown at this time, but was taken to the hospital with injuries more severe than scrapes and bruises. 

The suspect was taken into custody on the west side of town after a brief chase.
