Woman Arrested for Stealing Vehicle and Forcing Pursuit

A woman is in custody after stealing a vehicle that led to a pursuit by Manitowoc County Sheriff’s.

It happened on December 4th around 3:15 pm when the Manitowoc County Joint Dispatch Center received a report of a stolen vehicle from a residence in the Town of Two Rivers. 

The owner of the vehicle saw the suspect attempting to steal his purple 1999 Saturn SL1. The owner attempted to stop the suspect but was unsuccessful. 

The suspect was identified as 19-year-old Jasmine Phillips from Two Rivers. 

She drove the vehicle westbound on State Highway 310 and then to Johnston Drive. A short while later a Manitowoc County Sheriff’s Deputy located the vehicle traveling westbound on Waldo Blvd. While attempting to turn northbound on N. Rapids Road, she hit another vehicle and was traveling at speeds reaching 80 mph. The other vehicle was occupied at the time by a 76-year-old woman from Manitowoc.

Phillips lost control and crashed into a ditch, she fled on foot but was apprehended by deputies some time later. 

She was taken to the Manitowoc County Jail for operating a motor vehicle without owner’s consent, knowingly fleeing an officer, and hit and run causing injury. She also  received citations for operating without a valid license and reckless driving. 

The 76-year-old woman was taken to a local hospital for minor injuries.
